In the past, there existed a form of checks and balances with regard to the influx of immigrants to America: if the economy was stable and healthy, the aliens swarmed to acquire a piece of the money pie. When times were tough and America was not flourishing, however, immigration would naturally decline. Interestingly, many of these people who continue to leave behind their developing countries are already highly trained prior to reaching America, a point that makes it quite clear why they would leave their homeland: to overcome the economic limitations inherent to developing countries.
